Dear South Africa (DearSA) is a legally recognised and constitutionally protected non-profit platform which enables the public to co-shape all government policies, amendments and proposals. DearSA has run many successful campaigns and has amassed a considerably large active participant network of over 1.8‑million individuals across the country and beyond. It is a resource for the benefit of ALL South Africans and is FREE to use.
The DearSA platform is:
- Stable and reliable
- Built for high volumes
- Resilient and secure
- POPIA-compliant
- Built for data integrity
Additionally, the platform provides both the government and the public complete transparency of results reporting once the campaign has closed, meaning that there will be little room for argument as to the validity and quantity of the responses.
The comments from the public are forwarded directly to the government (verbatim) and acknowledgement is recorded and a copy is then retained by DearSA. A confirmation of the comments is then sent back to the person for their records.
A person may submit on behalf of another, including children, domestic staff or anyone who may not have an email address or access to the internet, by filling in the details and using the [email protected] email address. A copy of the submission questions and the important points in the amendments can be printed here.
There are four main questions in the survey that can be commented upon:
- Surveillance and Control Regulations
- Points of Entry Regulations
- Human Remains Regulations
- Environmental Health Regulations
Therefore, four separate submissions may be made by one person, each for a separate question.
The quantity of responses received is of course important to demonstrate to the government that the public has serious concerns about the issue at hand, of equal importance is the quality of responses where suggestions and alternatives are made.
The government has published an email address for the public to send individual responses. Clearly, this will be lacking all of the above benefits and no one will be able to accurately determine, except the government, exactly how many responses were received and the overall quality of those responses. We suggest that if you do want to send an additional email (as well as completing the DearSA campaign) directly to the government you include a CC to [email protected] so at least a record will be kept of your response.
It is clear that with the National Health Amendments the government seem determined to pass the legislation despite the public commenting and there will be no parliamentary debate as it is existing legislation and within the powers of the Minister of Health to pass the legislation — this raises the question of what next? and that is where the second and as important part comes in. If there are grounds to challenge the legislation and there are a considerable number of votes, this enables DearSA and other organisations who may wish to join them, to proceed with litigation. This is why other organisations have already opted to direct their particular followers to DearSA for this participation process, to ensure that the number of objections is accurately reported by a single, reliable entity, who have the experience and credibility with the government.
